Power to investigate and make recommendations
The Ombudsman de Montréal has broad investigative powers. City representatives must provide her with all relevant information and documents. If the Ombudsman comes to the conclusion that there is a problem, she can formally Recommend any corrective measure she deems appropriate.
The Ombudsman does not have the power to demand or order the City to do something. However, in the vast majority of cases, her recommendations are accepted and implemented by the City and/or the concerned municipal entities.
If she does not receive a favourable response following a Recommendation, the Ombudsman can submit a report to the Executive Committee, the City Council or the concerned Borough Council and request its support and intervention. She may also comment on the situation publicly, if she deems it appropriate.
