A. Under the By-law concerning the Ombudsman, the OdM only intervenes with regard to the administrative decisions, recommendations, acts or omissions of Ville de Montréal. She does not have jurisdiction over the actions taken or the decisions made by elected officials or any member of their cabinet.
However, since January 1, 2006, the OdM may intervene with regard to the decisions, recommendations, acts or omissions of the City Council, the Executive Committee or a Borough Council, provided that the citizen’s complaint is mainly based on the provisions of the Montréal Charter of Rights and Responsibilities.
