The Ombudsman de Montr\u00e9al <span style=\"text-decoration: underline;\">does not<\/span> have jurisdiction over other entities. If your complaint concerns another entity, we invite you to contact them directly.<\/span><\/li>\n\n\n \t\n\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The Ombudsman de Montr\u00e9al generally intervenes only as a <\/span><b>last resort<\/b><span style=\"font-weight: 400;\">, with rare exceptions. <\/span><\/li>\n\n\n \t\n\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If you have not already done so, you must first address your complaint to <\/span><a href=\"https:\/\/montreal.ca\/en\/contact-city\" target=\"_blank\" rel=\"noopener\"><b>Service 311<\/b><\/a><span style=\"font-weight: 400;\"> de Montr\u00e9al.<\/span><\/li>\n\n\n \t\n\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If your are unsatisfied with the result of that step, you must then give the borough or service director the opportunity to examine your complaint. You can contact our office to obtain the director\u2019s contact information.<\/span><\/li>\n\n\n \t\n\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">If you are uncertain as to whether our office can handle your complaint, do not hesitate to contact us.\u00a0<\/span><\/li>\n\n\n<\/ul>\n\n\n<span style=\"font-weight: 400;\">\u00a0<\/span>\n--><\/p>\n<p><span style=\"text-decoration: underline;\"><b>JURISDICTION<\/b><\/span><\/p>\n<p><span style=\"font-weight: 400;\">The Ombudsman de Montr\u00e9al can investigate almost any decision, recommendation, act or omission of the Ville de Montr\u00e9al\u2019s staff or its agents.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, <strong>the Ombudsman de Montr\u00e9al <\/strong><\/span><span style=\"text-decoration: underline;\"><strong>cannot intervene<\/strong><\/span><span style=\"font-weight: 400;\"><strong> with respect to<\/strong>:\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">A decision, recommendation, act or omission:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">of the City Council, the Executive Committee or a Borough Council, unless an undertaking of the <a href=\"https:\/\/montreal.ca\/en\/topics\/montreal-charter-rights-and-responsibilities\" target=\"_blank\" rel=\"noopener\">Montr\u00e9al Charter of Rights and Responsibilities<\/a> is at stake<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">of an <strong>elected official or a member of his or her cabinet<\/strong><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">in connection with an <strong>employment relationship<\/strong> between an individual and Ville de Montr\u00e9al;\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">of a peace officer of the the <strong>Service de Police de la Ville de Montr\u00e9al (SPVM)<\/strong><\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">of the <strong>Soci\u00e9t\u00e9 de transport de Montr\u00e9al (STM)<\/strong> or one of its employees\u00a0<\/span><\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A <strong>private dispute<\/strong>\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A <strong>decision<\/strong> made by a tribunal or an organization carrying out judicial duties<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">A situation involving an entity other than the Ville de Montr\u00e9al<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">If you are unsure of our office&#8217;s jurisdiction, do not hesitate to contact us; if necessary, we will refer you to the appropriate entity.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u00a0<\/span><\/p>\n<p><span style=\"text-decoration: underline;\"><b>SUBMIT A COMPLAINT<\/b><\/span><\/p>\n<p><span style=\"font-weight: 400;\">If your complaint concerns Ville de Montr\u00e9al or one of its agents and you are at your <\/span><b>last resort<\/b><span style=\"font-weight: 400;\">, we invite you to submit your complaint by the following means:\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><strong>Online:<\/strong> via the online complaint form below<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><strong>Email: <\/strong><a href=\"mailto:ombudsman@montreal.ca\"><span style=\"font-weight: 400;\">ombudsman@montreal.ca<\/span><\/a><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\"><strong>Telephone:<\/strong> 514 872-8999.
