Please be assured that we are making every effort to remedy this situation. Thank you for your understanding.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><u>BEFORE SUBMITTING YOUR COMPLAINT<\/u><\/strong><\/p>\n<p>The <strong>Ombudsman de Montr\u00e9al<\/strong> usually intervenes as a <strong>last resort<\/strong>, with rare exceptions. Before contacting our office, citizens should first complain to the <a href=\"https:\/\/montreal.ca\/en\/contact-city\">Service 311<\/a> and thereafter the relevant Borough or Central Department Director and provide him or her with an opportunity to resolve the issue.<\/p>\n<ul>\n<li>If you do not know how to reach that person, our office can provide you with his\/her contact information.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong><u>ABOUT THE OdM JURISDICTION<\/u><\/strong><\/p>\n<p>The <strong>Ombudsman de Montr\u00e9al\u00a0<\/strong>can investigate most<strong> decisions, actions, recommendations or omissions <\/strong>of Ville de Montr\u00e9al managers and staff and other City representatives.<\/p>\n<p><strong>However, the OdM <span style=\"text-decoration: underline;\">cannot <\/span>investigate:\u00a0<\/strong><\/p>\n<ul>\n<li>Decisions, recommendations, actions or omissions of the City Council, the Executive Committee or a Borough Council, unless a\u00a0<a href=\"http:\/\/ville.montreal.qc.ca\/pls\/portal\/docs\/page\/charte_mtl_fr\/media\/documents\/charte_montrealaise_english.pdf\">Montreal Charter of Rights and Responsibilities<\/a> undertaking is at stake<\/li>\n<li>Decisions, recommendations, actions or omissions of an Elected Official or member of his\/her cabinet<\/li>\n<li>Decisions, recommendations, actions or omissions related to an employment relation with the City<\/li>\n<li>Decisions, recommendations, actions or omissions of an SPVM police officer when acting as Peace Officer<\/li>\n<li>Any situation concerning the Soci\u00e9t\u00e9 de transport de Montr\u00e9al (STM)<\/li>\n<li>Private disputes<\/li>\n<li>Decisions or judgments rendered by any tribunal<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>If you are not sure that our office has jurisdiction over your case, do not hesitate to contact us.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><u>HOW TO SUBMIT YOUR COMPLAINT to the OMBUDSMAN DE MONTR\u00c9AL<\/u><\/strong><\/p>\n<p>Any means can be used to file a complaint to the <strong>OdM <\/strong>(e.g.: email, phone, fax, mail). <span style=\"font-weight: 400;\">Should you wish to file a complaint in person at our office, please note that our offices are open <strong>by appointment only<\/strong>, from Tuesday to Thursday from 8:30 am to 4:30 pm, until September 2, 2022. To make an appointment, please contact us: ombudsman@montreal.ca or 514 872-8999.<\/span><\/p>\n<p>Our office is located in the Cours Mont-Royal building, at 1550 rue Metcalfe, suite 1150.<\/p>\n<p>We strongly\u00a0recommend that you complete the <strong>online Complaint Form<\/strong> (see below), or complete it with the\u00a0<a href=\"https:\/\/ombudsmandemontreal.com\/wp-content\/uploads\/2019\/07\/formulaire_plainte_word_en.docx\">Word format<\/a>\u00a0or\u00a0<a href=\"https:\/\/ombudsmandemontreal.com\/wp-content\/uploads\/2019\/07\/formulaire_plainte_en.pdf\">PDF format<\/a>.<\/p>\n<p>If you decide to fill out the online Complaint Form:<\/p>\n<ul>\n<li>Please note that after clicking on &#8220;Send&#8221;, it is important to keep the page open on your screen.
