She does not have jurisdiction over the actions taken or the decisions made by elected officials or any member of their cabinet.<\/p>\n<p>However, since January 1, 2006, the OdM may intervene with regard to the decisions, recommendations, acts or omissions of the City Council, the Executive Committee or a Borough Council, provided that the citizen\u2019s complaint is <strong>mainly<\/strong> based on the provisions of the <a href=\"http:\/\/ville.montreal.qc.ca\/pls\/portal\/docs\/page\/charte_mtl_en\/media\/documents\/charte_droits_en.pdf\" target=\"_blank\">Montr\u00e9al Charter of Rights and Responsibilities<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A.
